Martine, under Option 1 for tree-lined blocks, block length is defined as the distance along a block face when that face is adjacent to a qualifying segment of the circulation network. Since the circulation network can carry any single mode or combination of modes, then a block fronted by a pedestrian walkway or a bicycle path would be counted in total project block length (as long as the walkway or path meet the circulation network definition of being permanently accessible to the public). The key is whether a ped walkway or bike path is fronting a block as shown in Figure 19 of the v4 Reference Guide Getting Started chapter; a walkway or path meandering through park space would not be considered block frontage.
