We have a light rail transit project that we have designed so that the train storage yard is located beneath a 200+ space concrete parking deck with the LEED project building located on the deck. Would it be a viable argument that we are providing the ‘train parking’ under cover which in preliminary analysis would provide for 50% (based on SF area needed for parking) of the total ‘vehicle’ parking on the site? I assume this would have to be an alternative compliance approach if we did pursue it.

I think you'll have to make a good case for how the train storage under deck reduces the heat island effect versus an alternate solution of it not being covered. If they were outside, would the trains be stored on a concrete pad or grass? Is your site large enough for them to be outside but your project placed them undercover? If you can look at both credit options carefully and consider the intent, you may have a case. Try it and let us know.
