We are working on a project that has an outdoor roof terrace used as a restaurant seating area. As we were checking the previous posts in order to determine if this should be exempt from the total roof area, we noticed that there is some contradiction between the replies. The definitions of functional usable areas and space for occupants seem the same for us, however, it is not clear if a roof terrace used by the occupants as a restaurant seating area or other recreational purposes can be exempt from the calculations.
Can anyone help us with this issue and provide their previous experience?

Check out LEED Interpretation 3126 for guidance on roof terraces. According to the ruling, "The roof is what covers the building. The primary function of the terrace space in question is that of a roof, and so the area must be included in SS Credit 7.2 calculations." http://www.usgbc.org/content/li-3126
