Our project is an office tower with 30 tenants. Does the BAS need to control tenant's systems? HVAC is centralized (cooling tower and chillers), but each tenant controls fan& coils within the rented space.
I think this credit will be difficult in projects with large number of tenants, since they will be reluctant to let their systems be controlled by the building operator.
Does anyone have experience achieving this credit in a building with many tenants?

The BAS does not need to control tenant HVAC systems. It does however need to control base building heating systems, cooling systems, ventilation systems, and both interior and exterior lighting systems.
Lighting systems can be controlled via timers or occupancy sensors.
(ASHRAE 90.1-2007 Section 9.4.1.1 allows some lighting control exclusions)
We've been successful achieving this credit on multi-tenant buildings.
