Our project is following the Tenant Neutral option for WEp1c3 because even though the developer is providing all plumbing fixtures, preparations are available in case the upper floors (speculative office building) or the lower floors (commercial: shopping mall) decide to install additional fixtures in their tenant space.

All waste water will be treated and reused for toilet flushing. The waste water plant was designed for peak occupancy and considering the extreme case that all tenants might install additional fixtures.

Is it possible to pursue credit WEc2 with the Tenant Neutral option since the developer is not including specifications in the Tenant Lease Agreement? The template Version 3.0 form states that "No data entered below shall be based on anticipated tenant work", but since the waste water treatment plant has been designed considering the worst case scenario, would this approach be valid?
