The owner of our LEED V4 CS project plan to provide lighting fixtures on the ceiling grid in the tenant space; however, they the wiring and control will be done by tenants due to different leased scenario which may not be concluded at the time construction complete (multi-tenant, dual-tenant, and single-tenant). Will we be able to claim LPD saving in the tenant space by modelling designed LPD (space-by space W/m2) but keep the lighting control the same as the baseline.

Who is doing the lighting design? I assume that you will have a complete lighting design including controls at some point. IMO you will be able to claim the savings based on a complete lighting design but not on a partial design without wires or controls.
