Hi,
In my case, HVAC load is not more than 10%, still we need to provide submeters for HVAC ..?
The electrical designer has provided 2 DB(Distribution Board) for lighting and 3 DB for power, Do i need to provide the submetrs of all DBs/only to the DB which has a power rating of more than 10%. As, we are planning to provide the submeters at DB level.

The requirement is based on energy use not the load. HVAC is also not an end use. It is comprised of heating, cooling, fans, pumps, etc. If the total energy use for HVAC is less than 10% then the energy use is mostly lighting and equipment. The 10% value has nothing to do with the panel board layout. So yes you need to meter all the DBs.
