Street Lights within LEED boundary

Our project is in an urban site; the LEED boundary goes beyond the property line and sometimes the curbline. The presence of city-owned and operated street lights within our LEED boundary pretty much nixes our chances of achieving this credit. What do you think of using EBOM SSc8 Option 3 as an alternate compliance path?
