Steam to Hot Water Heat Exchanger Metering

Hello all,

 

I am working on a project on a site that has district energy. The two utilities supplied to the building are chilled water and high pressure steam. Both of these utilities are metered. The steam is then sent through a pressure reducing station and low pressure steam is sent to a heat exchanger with a hot water recirc system. The hot water system is broken down into 2 loops, a heating hot water loop (40° Delta) and a reheat water loop(20° Delta).

My question is do these hot water loops need to be metered? All of our energy from outside of the building would be covered by metering the steam system. All extra energy that wouldn't be accounted for would be from the hot water pumps.
