No hallways and stairs do not need to be included as they are transient spaces not regularly occupied spaces. With that said it also depends on how you have them shown on the floor as paths between cubicles do count. There is a good image on page 570 of the Green Building Design and Construction Book that shows what is regularly occupied and what is not.
