No, typically the "parking" applies to privately-owned vehicles, so, regular occupant parking outside of the station. Ambulances/fire trucks would be considered as fleet vehicles.
The apparatus bay is just part of the regular building structure, and depending on each project, might even be considered regularly occupied.
