Hello:
We are working on the achievement of SSc4 under the 2008 version in a NYC building, with close proximity to numerous forms of public transportation.
We have sent out a Zoomerang survey compliant with SCAQMD guidelines, and after numerous follow up attempts, we have only been able to achieve a 30% response rate. We know 95% of the respondants use public transportation, but would like to know if we are still eligible to achieve 2 pts, since under Approach 1 under Option 3 states, "Compliance requires no minimum response rate..."?

That's correct Dana - Assuming that the 30% of occupants who responded reflected a 95% alternative commute rate, that would put you over the threshold for 2 points, which is documenting that 25% of the commute trips were by non-CSOV means. It's a quirky methodology in some ways, but you've got it right.
