I would expect GBCI would allow the solar panels to be commissioned at a later date but would require the team to provide the contract that outlines the contractual obligation to do so.
Are the solar panels included in the energy model? GBCI may have more concern from the energy modeler claiming the energy cost reductions from solar panels that are not installed as part of the project construction.
