Sixth grade level height

The FGI Guideline Section 1.2-6.3c recommends to install signage at sixth grade level. Does anyone know what it means?

The requirement is the text on the sign should be written at a 6th grade reading level which is also the reading level most newspapers in the US are written to. It is a basic level of expected reading level.
