It is very hard to find a showerhead with 1.00 gpm, but finally found one with WaterSense label. The only exception is the head has a dual spray setting, which toggles between 1.00 gpm and 1.5 gpm. Can I still count that as 1.00 gpm or should I use the average between 1.00 and 1.5 gpm?

In previous versions, for fixtures like these, we've had to use the worst-case numbers in the calcs unless there was some way the project could guarantee that the higher values would not be used.
If the fixture has a control where the default flow is 1.0 and has to be manually changed to the higher rate, you may have a case for justifying a value lower than the 1.5 max. If that's the case, I would check with GBCI to be sure, and explain your fixture controls to them in the email. Otherwise, you'll likely have to use the higher value since there's no reasonable way to ensure users would be more likely to use the lower flow.
