We are currently doing a CI project in Hong Kong which is located in a base building which is LEED platinum rated Version 2. There is a provision for operable window for natural ventilation in tenant area.

In reality, these operable windows are seldomly used. Since Hong Kong weather is humid most of the time and there is real issue of air pollution, the building occupants do not usually open the windows. So under these condition, shall we consider the Ventilation system as Mechanical Ventilation system or mixed mode Ventilation System? 

For LEED documentation submission, is it necessary to mention that there is provision for natural ventilation or we can simply skip it since the building occupants are not using it.
