Our project is located in the central district and is located very close to a shopping mall with almost all basic amenities located within them. Apart from the shopping mall all the other sorrounding buildings are mostly office buildings.so are we still in compliance with the requirement?

I believe it is acceptable to have all of the basic services within a single shopping area such as a mall. Word of caution though is that most retail spaces do not count as basic services. As long as your 10 services are within USGBC's list, you should be fine.
