Hi,

for baseline building HVAC selection, we shall follow table G3.1.1A (ASHRAE 90.1-2010), being the system defined depending on the building number of floors and its conditioned area.

Refrigerated areas shall be considered conditioned areas for the purpose of baseline HVAC selection?

Technically it is a conditioned space but the conditioning is such that it qualifies as a process load. So you would be able to exclude it. If this is a large refrigerated area then this protocol will apply under v4 - https://www.gcca.org/resources/usgbc-leed-energy-modeling-guidelines-cold-storage-and-refrigerated-warehouses - see also LEED Interpretations #10424.
