I am working on a project which has a high variation in parking needs depending on the season. I am wondering if we were to design a permeable surface parking for a month or two in the year, to be untouched the rest of the year, would that need to be counted in the parking calculations for this credit or would this be excluded?

This parking would need to be counted in the parking calculations even if they are only used 1 or 2 months of the year.

Hi David, thank you for your reply. Would that be the case even if no parking is properly built (tar)? The seasonal parking will just be a spot in the field nearby.

This is a really good question.
Sounds like the primary programmatic function of the "spot in a field nearby" is Open Space and for most of the year.
You might be able to achieve the credit by stating that this it is 'atypical for this space to be used for parking' every month of the year.
I had a similar situation on a LEED v3 Factory where the labor force parked across the street from a factory on an open field. We acheived SSc4.4 Alt Trans - Parking Capacity based on the fact the NC certificaiton is a snapshot in time. The field was NOT planned/funded to be paved, so we were awarded the credit.
