I have two questions regarding Cx activities for a LEED CI proyect:
1. This is a two-story office (about 40000 sf) inside a building that provides outdoor air for IAQ to all tenants through two big fans on the roof with its respective shafts, from here, the tenant extent ducts and directly connects them to the FC units air intake. The mechanical contractor says they aren't going to measure outdoor airflow for each interior space/FC because almost all equipment is already installed (and maybe because it was not specified in its contract), but they will measure cfm for each air diffuser; however this includes OA and recirculated air.
During design phase, there was some issues regarding IEQp1 that were corrected on drawings (basically the quantity of air per internal space for IEQc1 accomplishment).
Even if the mechanical designer didn't specified measurements of outdoor airflow per each internal space, is it necessary to earn EAp1?
2. Similarly the electrical/lighting contractor, they told me they aren't going to measure luxes (even for a single space).
The electrical designer specified on its design documents this measurements must be done but doesn't mention it should be for every space. I think this measurement should be done for each internal space to confirm the lux levels calculated by design, please confirm.

Answer 1 - There is not a specific requirement in EAp1 that would need to confirm the OA quantities. Review of the testing and balancing would be typical for a project. It would depend on what was required in the contract documents on if it should be measured. Personally, I would be concerned as this OA system would have to be balanced somehow, either at the FC intakes or at branch ducts. Regardless of contract, the owner should be assured of getting the OA they need to provide the correct ventilation to their spaces.

Answer 2 - Again, there is no specific requirement in EAp1 about measuring lighting output. It sounds like you had a contract requirement to measure this but the contractor is refusing. The owner would have to enforce this requirement. As CxA you are trying to ensure that all requirements of the contract is fulfilled, so this would definitely be an action item. Again, personally, if the lighting is installed as specified and it was designed correctly, the light output will be as required. I have not seen a requirement to measure Lux on projects.
