Running Exhaust Into Energy Recovery Wheel

Are we allowed to run exhaust from areas like trash rooms into an energy recovery wheel and still achieve this credit?

As long as the exhaust is not recirculated this should be acceptable. The intent is to preserve air quality in the building, and as long as the solution provided does not endanger this then there will be no problem.

You need to check the local codes. In Germany for example, you'll need to prove that the leakage rates meet certain criteria and or the "contaminated air" is diluted in the extract air to specified minimum amount. It is usually avoided, because it always brings questions and extra documentation...even legal action if you get it wrong.
