Who is responsible for reviewing project drawings, specs and calculations BEFORE submitting them to the builder: the QAD, the Green Rater or a LEED for Homes Consultant?
Our experience outside the US is that a project will not meet ASHRAE and LEED standards unless a LEED Consultant or CxA performs a design review.
Since the Green Rater Manual says that the Green Rater cannot be involved in ANY architectural or HVAC design, I am wondering if this might be interpreted as COI.

Hi Gustavo,
In LEED Homes, there is no specific requirement for a design review (although this is a requirement in LEED Midrise). However, it is always a good idea to do this, and we highly recommend it. More important than the credential of the individual is there expertise in doing plan/spec reviews, familiarity with local building practices, as well as their mastery of LEED Homes requirements.
The Green Rater can certainly do a design review to look at whether the project is meeting the requirements in LEED. We do not see this as a COI, because they aren't doing any of the design work. Rather, it's a compliance review.
