As part of my CD submittal response - that had corrections to my design submittal final - there were files that I was fairly certain I had uploaded but the response was "no new information was submitted". I guess my first question is why didn't anyone ask when reviewing since I submitted it for review? Now that it has been reviewed and denied in Design and in my first CD review can I still submit in my final CD submittal or is appeal required at this time?

Each credit gets two reviews. So if you missed the design final you can have it reviewed in the construction prelim.

It was reviewed and declined in construction prelim. So I can still correct in construction final?

Things disappear on LEED online. This is why you upload, log out, log back in at a later time, and ensure the document is there and opens. Have seen it happen a few times where docs disappeared.
This is why you provide a narrative when submitting a response to the preliminary review. You state what was corrected and what has been uploaded. If the reviewer reads the narrative, they at least know you submitted something and will more then likely send a MRC to get the document. When you don;t, and the reviewer sees nothing in response, this is what you get. They cannot assume on every review that has nothing in response, that someone actually did do something. This is not reality and the their time would be spent doing nothing but MRCs.

Each credit gets two reviews. If it only had one you can resubmit it. If it already had two it typically requires an appeal.

Todd, I have had the same experiance as you, and do the same thing. Always log out, then back and make sure everything is there. Also include a good narrative on what you submitted and thought process if applicable.

On your timeline tab you can download the information, documentation submitted in each phase. I would check if the missing document was in that list. If yes, I would try to contact the reviewer team and check with them what was the problem.
