NC-v4.1 LTc7:Reduced Parking Footprint

Retain Parking Spaces Well Below Basis Rate for Building Type, still comply?

I am working on a 40,000sf building with 7 existing parking spaces. The owner does not wish to add more. The basis rate for this building type from Appendix 4 is ~70 so 7 would be well below a 60% reduction. Does this qualify for the credit given that no actual reduction of spaces is taking place?

Can you tell me where you found Appendix 4? It is not in the April 2021 version of the v4.1 Guide.
