A floor is made of resin (quarz + concrete). The manufacturer declares that VOC are 0 and the safety datasheet declares the VOC are 0 according to the European directive 1999/13/CE “Council Directive 1999/13/EC of 11 March 1999 on the limitation of emissions of volatile organic compounds due to the use of organic solvents in certain activities and installations”

Can that be considered an “Inherently non-emitting source”?

A zero VOC claim is not enough to consider a material an "inherently non-emitting source". There are some great articles on BuildingGreen about what "0 VOC" is and is not. This one gives a good overview: https://www.buildinggreen.com/feature-shorts/why-zero-voc-was-never-enough

Thanks, Amanda. The safety datasheet declares that also VOC (volatile carbon) is equal to 0. Does that help?

No, it doesn't. The article explains why.
