I had to look for it, too - In the v3 LEEDOnline scorecard, the fourth column is labeled "RP" at the top and a magnifying glass icon appears next to the regional priority credits based on the zip code of the project address. In the review report those credits will just get an additional point added to their value when they are earned, and that should appear in the point total.
One glitch we noticed on a CI project: We earned SSc1 with Option 1 - being in a LEED certified Core and Shell building that had been built on a site that had brownfield remediation. We thought we might earned the RP point since that is available to CI projects in that zip code. But the Brownfield credit is an individual point under Option 2, where you apply for individual site strategies, so it didn't calculate. We didn't need the point, so didn't pursue it further.

I had wondered what RP meant! I'd like to see a LEEDonine site orientation page. I guess the RP didn't show up on my Report because most of them are in the construction phase here...
