Hello. In the WEp2 we have got a requirement that dishwasher's water consumption must be less or equal 6 liters/rack. What does it mean - rack? Does it mean loading or watter waste for one row of dishwasher. In Russia there is no dishwashers with consumption less than 12l per one loading of tableware.

For the residential models I'm familiar with, there's usually an upper rack and a lower rack (two layers that get washed at the same time). Commercial dishwashers are different, and can vary by size and model.
Note that in the Prerequisite, the only dishwasher requirements are for residential-style washers to be Energy Star labeled (where available, see credit details). Only Healthcare, Retail, Schools, and Hospitality have the additional dishwasher requirements for water use like you've mentioned.
If your project is not one of those types, there's no need to worry about the liters per rack requirement. If they are one of those types, and you are unable to attain a compliant model, you will need to reach out directly to GBCI to discuss your project's specific situation.
