The graph in Figure 1 seems to indicate that the absolute minimum response rate is 25%. When I use the equation, 100*(0.25/ square root (x/500), with x being occupancy, at an occupancy of 232 regular building occupants, I get 36%, which is above 25%. Can I use 25? Or do I need to achieve 36?
