The LEED Certification Policy Manual states that LEED-ND projects must demonstrate compliance with the most recent version of the LEED-ND rating system. Is there a grace period for registering subsequent stages under v2009?

Megan, upon completion of a 2009 Stage 1 cert review, a project has 3 years to register for a subsequent stage at no additional cost, and 3 years after registration to submit a cert review application. Upon completion of a Stage 2 cert review, a project has up to 7 years to register for Stage 3 at no additional cost, and 3 years after registration to submit an application. Thanks, Eliot. I am wondering about this part of the CPM text:
"Regardless of a prior determination by GBCI to approve or pre-certify a project plan at an earlier stage, if a project is registered at a subsequent stage following the release of an updated version of the LEED for Neighborhood Development rating system, that project must demonstrate compliance with the requirements of the most current version of the LEED for Neighborhood Development rating system at that time to achieve recertification of the project plan or certification at a subsequent stage."
Now that v4 is officially released, are all LEED-ND projects registering for a subsequent stage held to the requirements of v4? There is no mention of a grace period when projects can chose to register under v3 or v4, like the rest of the rating systems.
