I have a project where we have Pre-Cast Concrete Panels valued at close to $5Million. The components of the panels (Cement, Sand, Aggregate, Fly-Ash) are all sourced within 100 miles of the project site, but no other leadership extraction practice applies. There is no Extended Producer Responsibility, Not a Biobased Material, Not a wood product, Not a Reused Material, No Recycled Content. Do we not get ANY CREDIT for sourcing this material locally?

As you've seen, regional only helps with products that have another Leadership Extraction Practice. In thise case, your fly ash is 100% pre-consumer, so if you can pull the cost for just the fly ash, it will count as double (it still won't be very much).
So it will help some, but concrete really doesn't benefit you in LEED v4/4.1
