Our premilimary review comments for V2009 noted that "Reduction in quantity (SSc6.1) will require stormwater to be infiltrates or re-used onsite. Detaining and releasing runoff is not considered reduction in quantity.". Our local soil conditions and bylaws do not permit retaining stormwater. Moreover this is a major renovation of a 50 year old facility.
The project has employed underground detention to reduce rate of discharge for a slow controlled release after a 24 hour storm but it does not seem to meet the creiteria under Case 1 (since the existing stormwater control from 50 years ago is not distubed). Is there a way to achieve this credit under Case 2?
