We have a project, a large addition/reconfiguration on an institutional campus, that is being built above, tying into. and reconfiguring an existing underground garage (and reducing the overall amount of parking on the campus). I don't think we strictly count as "providing no off-street parking", but it seems like we might meet the intent, by providing a negative amount of parking, essentially. Has anyone tried to meet this credit on this basis, or have thoughts on this?
I do not believe you'll have success trying to show this as "no parking."
BUT
I was just able to document this for a university project by showing that the total campus parking available was greatly reduced from the baseline, and additionally supported that it would cost a visitor/occupant more to acquire a parking permit (no free parking anywhere) than it would to use alternative transportation options otherwise available.
Perhaps a similar approach from the bigger picture would work for you, too.
