EBOM-2009 MPR6:Must commit to sharing whole-building energy and water usage data

Recertification

If a building was certified in January 2019 under v3, when is recertification required? It doesn't appear the recertificaiton is required under v3, but while certification status is not lost after 5 years, would EBOM v4 or v4.1 need to be pursued as if it is a new project if not recertified by January 2024? 

This question related to data reporting in that the project is question is chaning ownership. Does the new owner need to maintain data reporting through January 2024, after which time they can choose not to recertify withough losing the LEED v3 certification? Under v4, I understand that certification status goes inactive after 3 years; but would this mean that the project is no longer effectively certified and cannot claim as much?
