Hello, I am working on a C&S project. The minimum parking capacity set by local zoning is 165 parking spots. The project has 165 spots exactly. The project size is 86000 sq ft. Van pool would be about 5 spaces. The question is can the Van pool spaces be marked, however, assigned until there is a demand. Once there is a demand or want for the spot. The person who has the spot would be reassigned to another location and the person operating the car pool / van pool would then take over the spot. There is no issue with the # or location of spots, but the owner does not want the spots to sit empty unless there is a demand. Is this okay to claim credit? Thanks!

Hi Troy, my gut says this might be a long shot but if you feel confident your project still meets the credits intent, I would provide a narrative explaining the case. I might also include a letter from the owner demonstrating some kind of evidence that they are committed to enforcing this to help support your claims.
