This does sound like one project, and in past CIRs and reviews the GBCI has indicated project teams have some latitude to define the LEED site boundary as best fits the situation. If you had two separate, distinct facilities - say, a baseball field and an opera house - I could see treating those as two separate projects or a multi -building campus project.
