Project team has selected Option 2 of Rainwater Management Credit. Site is 3.85 acres. Geotech report indicates underlying soils to be clays with little to no infiltration potential. The increase in runoff volume from natural land cover condition to the postdeveloped condition is being managed as follows: rainwater is pretreated in vegetated swales where possible, treated in two high performance rain gardens (FocalPoint System), stored underground (being given the opportunity to infiltrate into the ground if at all possible) and then slowly draining through underdrains and exiting the site as runoff. A small percentage of the rainwater is harvested and used for irrigation on site. Rainwater beyond the required volume of runoff to be managed simply runs off the site. Does this approach meet the intent of the credit and is it likely to be approved?

You can look at some older posts....there have been a number of instances where non infiltrating sites have been disqualified. Some credits just aren’t attainable.
