We are looking into a design-build project of a hotel where the owner is requiring in-room PTAC units. My concerns are:
1.) the ability to achieve a LEED building with maybe not the most efficient system out there and modeling a proposed PTAC system versus a baseline PTAC system
2.) achieving ventilation requirements
3.) limited enerygy recovery options
Does anyone have experience in a LEED building with PTACs and what approach did you take? I am assuming we can only make up so much energy savings in other systems, building envelope, etc. Thanks!

In general the HVAC system alone can only take you so far in an external load dominate building. In those buildings the lighting and envelope can account for a very significant chunk of the savings. So I would recommend that you question your assumption.
