I am wondering if anyone has any thoughts on how/if energy savings could be demonstrated for a Utility-Owned Electric Power Plant (just the plant itself). Obviously the majority of the energy consumption for such a facility would be process energy and I'm curious if anyone has any thoughts on how to demonstrate savings for this type of faclity.
Would it be appropriate to model the baseline case with the default efficiencies and losses from the LEED v4 Option 1, Path 2 Full DES Performance accounting guidance? Any thoughts would be appreciated.

I am aware of some central plant buildings being submitted and certified.
I suppose you could use the default values for the process load.
Make sure the building meets all the minimum criteria regarding occupancy, etc.

What about the project is using the purchased chilled water from the utility owned central plant. However to calculate the saving for using the purchased chilled water?

You would have to isolate the chilled water used within the building from the chilled water sent out of the building. The baseline would be defined by the v4 DES in the Reference Guide.
