In a school that only depends on natural ventilation, due to its good climate, there is no HVAC equipment. Can we say that the "Background Noise" part of the credit was already fulfilled? How can we fill out the form? since there is no checkbox that we can cross if we do not have an HVAC system.

Yes. If the form does not accommodate your situation fill it out as best you can and provide a narrative explanation in the Special Circumstances box on the form.
