CI-2009 WEp1:Water Use Reduction—20% Reduction

Projects in Europe may use the values defined by EU standards?

Does anyone have any idea what these standards are or where they can be found? The European water label gives its highest rating (Green) to WC taps with a flow of 6 liter/minute or less. As the SI standard is 2 liter/minute it seems highly unlikely that LEED would allow this to be used as a baseline. When I check the box in the 2009 Water Use Reduction Calculator it does not appear to change the baseline; however the baseline in the calculator is 1.9 liter/minute while the credit requirements list it as 2.0 liter/minute for SI projects. Any help or guidance anyone could over would be very welcome!
