We are new to LEED Certification. We are currently bidding for a new LEED v4 ID+C: Commercial Interior Project. The project is currently operating in two floor (26th and 30th), both are separated by 3 floors. The project is going for major renovation and extension of one of the floor. The client want to go for one LEED certification for both floors. I want to know is it possible? They will be completing the project in two phases. Major renovation as first, and extension as second phase. Is it possible to define project boundary in this case? Both floors are connected by common staircase and elevator belonging to the base building.
Is there anyways I could clarify this issue from USGBC?

No, the LEED boundary must be contiguous. A shared elevator/stairwell with 3 floors between is not contiguous.

Thanks allison for your reply. We filed a CIR and got following reply:
"
The project team is verifying whether their phased LEED ID+C v4 project
in Hong Kong is one project or if it’s necessary to document two
projects. Yes, you can document this as one project as long as you
combine the documentation thoroughly such that separate reviews of the
same issues are not required for different portions of the certifying
interior space, and as long as the 2nd phase is completed. Per the LEED
Certification Policy Manual (see Application for Construction Review
https://www.usgbc.org/resources/leed-certification-policy-manual), you
must submit the combined scope of work for Construction review (or
Combined review, if using the Standard timeline) within 2 years of the
completion of the first phase. You will have to look carefully at the
requirements of each prerequisite and credit to verify whether you have
any special considerations to observe with respect to the fact that the
project is phased (e.g. do both phases have a single Commissioning Agent
that will be documenting that all requirements have been met
appropriately for each phase to meet the EA Commissioning prerequisite.
Will appropriate steps be taken to isolate the area of each phase of work
if the pursue some of the IAQ credits of the EQ section?). You need to
define the certifying project’s LEED Project Space Boundary consistently
for all prerequisites and attempted credits. Be sure to include “26th
floor and partial 30th floor” in the project name. "
So I guess, one certification can be used for two separate floor.
