We have a CI Office project in Shanghai, where we are attempting for Low Emitting materials credit. The testing for three categories of materials that we have, are as per GB China standards. In all these results, the VOC we achieve is lower compared to that suggested by LEED( i.e. CDPH, ASTM or ISO methods etc.). So can we use these standards for attempting the credit? Also for flooring category, can we count modular tile product for compliance?

As to my knowledge (which can be outdated because I cannot read Chinese wording), the Chinese standards do not include the same testing parameters and do not cover the same list of VOCs as do the standards that are referenced by LEED. Then you cannot compare the test results. But you might find a VOC testing expert who could read the Chinese standards and test report and then give a more specific response. Generally spoken, you can deliver any testing documentation that is compatible with the referenced standards.
Tiles - ceramic tiles are considered an "inherently nonemitting source of VOCs ... if it has no integral organic-based surface coatings", says the credit. If it is about tiles of resilient or textile floorings, then the VOC emissions evaluation applies.
