I got the reviewed comment on the process energy. The way I have modelled is try to add the process load to reach 25% minumum energy threshold eventhough such load does not exist. What if i remove all this process load and write narrative explain the reason of process energy goes below 25%? How the reviewer will normally response to this approach?

You are not supposed to model process loads to the 25% minimum. You should never add loads that do not exist to get to 25%. You are supposed to model what you would reasonably expect the usage to be. If under 25% provide a narrative explaining why. That is what the reviewers expect.

I got the review back and thay ask me to model the process load as real as possible and if it goes under 25%, i have to write the narrative for explaination. My concern is that it this normal? or the reviewer will tend to not believe my narrative. Let's say the process come out 15%.

@ Marcus: Exactly. That is what reviewer want. Narrative describing why process load below 25% is sufficient for that.

It is a standard review comment. As long as you have an even marginally reasonable narrative you should be fine.

We have also had good luck with our process load calculations and narratives, so I agree with Marcus that you should be fine.
