In the requirements for this credit, the building exterior is defined as "everything outside and inclusive of the primary and secondary weatherproofing system, such as waterproofing membranes and air- and water-resistive barrier materials". My question is this: Is the primer for the waterproofing membrane included in this definition and therefore I can use a product that does not meet the VOC emissions guidelines? Case example: Blueskin on Concrete faced wall. The blueskin is considered the waterproofing membrane but it requires a primer to be applied to the concrete before application. Would this primer be considered 'inclusive' of the waterproofing membrane? Thanks!
