Assuming a BD&C or ID&C you must submit for preliminary construction credit review (assuming split review) within 2 years of the substantial completion of the project...so quite a lot of leeway there....and even if it's over 2 years, it's probably worth having a conversation with the USGBC about what can be done. Final review is a bit harder to define; it's quite open ended, but should be within a reasonable time period. That being said, as long you keep the USGBC informed about the progress, should there be a substantial gap between prelim and final, they are normally ok with that. Once you submit for review they will respond in 25 working days, and you should in turn respond to their comments within 25 working days, but even then my experience has been if you need more time, just let them know.
