A LEED v 4 Core & Shell Project in Sweden (office and hotell) will try to apply for this credit. No demand respons program is available,
Therefore we will provide infrastructure to participate in a future program. I need guidence about the peak electricty demand, is it for the Core & Shell or do we need to include tenant electricity?

I think it applies to the entire building. If the entire building is on one utility meter then it definitely applies to the whole building. If each tenant space is separately metered by the utility then you might be able to make a case for only a portion of the building or its systems. Demand Response is not a credit at all in LEED CI so I do not think it makes much sense from a tenant perspective as they often do not have control over the central plant where curtailment often makes the most sense.
