CS-v4 EAp2:Minimum energy performance

Partially designed HVAC system

I'm creating a PRM energy model for a Mall project which is a Core & Shell project in LEED v4. 

The project has some spaces with partially designed HVAC systems. For example, a Fresh Air Handling Unit is proposed to serve a gym & play area spaces but the indoor FCUs are not selected/designed as they fall under the tenant's scope. Since the project is served by a District Cooling system, chilled water pipes are being provided for the tenants to continue the piping as per their FCUs locations.

My question is this: how should this HVAC system be modelled in the proposed model? Would it be modelled with the proposed FAHUs? What would the FCUs be then? Baseline system is system 8: VAV with PFP Boxes.

The HVAC components that have not yet been designed in the proposed should be modeled identically to the baseline system.
