Parking is not a prerequisite for Option 2?

The bird's eye view for this credit states that parking is not a prerequisite for Options 2 and 4. I understand why this is applicable to option 4 but, regarding Option 2, I don't seem to understand how this is possible being the requirement to "Install alternative-fuel fueling stations for 3% of the total vehicle parking capacity of the site". Once there is no parking how can one calculate how many fueling stations are required? provide Projects may also earn the credit by pursuing Option 2, providing alternative fueling stations onsite.

Good question. I agree with you that you cannot provide fueling stations for 3% of parking spaces when there are no parking spaces as part of your project. One option that is valid for the preferred parking signage option - and presumably valid for fueling stations too - is to provide them for any adjacent parking structures that will be serving your project. If the parking structure is shared with other buildings, then there either must be enough spaces to meet the 3% requirement for the whole garage or you can only provide enough to meet the 3% of your designated spaces as long as there is signage indicating they are for your building only.
