I have a building with the first two floors are made up of a parking garage, and the floors above are condominiums. For this credit, does the SRI of the roof above the top floor of the condominiums matter at all? Or, since the parking garage is covered by the condos, can I disregard the SRI of the roof?

Yep - since the parking is within the building the building roof SRI only relates to SS 7.2 Heat Island Effect - Roof .To quote the LEED 2009 reference guide (printed page 112) 'there is no SRI requirement for parking that is underground, under deck, or under a building as long as any exposed parking surface area is 50% or less of the total parking surfaces.
