Dear sir,
in our project,the meeting room uses CO2 sensor to control the outdoor rate and the parking garage uses CO sensor to control the outdoor rate. so the outdoor air rate of the meeting room and the parking garage in the baseline case should be the minimum outdoor air rate according to ASHRAE 62.1 and the outdoor air rate of the proposed case should be identical to the actual design rate. is it right?

In the case of the CO2 that is correct but to be clear the baseline case is the minimum OA rate according to 62.1 as calculated for the corresponding proposed system.
For the garage you will need to do an exceptional calculation. The Baseline fan volume should not exceed the minimum required ASHRAE 62.1 parking ventilation rates of 0.75 cfm/square foot.
